Muscat Festival set for major changes

By Bader al Kiyumi — MUSCAT — The Muscat Municipal Council yesterday discussed among other things the issue of holding of Muscat Festival. According to the information received by the Observer through sources, most of the members voted for postponement of the 2015 edition of the festival, except for three members who voted in favour of postponing the 2016 edition of the festival. The Municipality felt the need to hold 2015 edition of the festival as it coincides with the 45th National Day celebrations and it is time to commemorate the developments achieved by the Sultanate.
It also felt the need to postpone 2016 edition of the festival and form special committees to ensure that later editions of the festival see major improvements in addition to development of festival venues including Amerat Park and Nassem Gardens to make them a big success. The council felt that this will give ample time for the organising committee and others to ensure that the future editions of the festivals are held in a grand manner. According to the source, the members of the council have no right to postpone the festival and they can only give suggestions to improve the festival, and their ideas and views are taken in developing the festival.
The Muscat Municipal Council yesterday held its sixth regular meeting of the second year for the first term under the chairmanship of Mohsin bin Mohammed Al Shaikh, Muscat Municipality Chairman.  The council reviewed the statement submitted by the Public Authority for Civil Defence and Ambulance (PACDA), including several points pertaining to the authority’s regulations and services provided during emergencies. The statement included statistics of accident during last year. The total number of accidents dealt by the authority stood at 9,889. It also included statistics of operational, awareness and protective efforts to avoid risks. The council discussed a number of issues such as water stagnation caused by rains, old constructions, mobile houses (caravans), places where more accidents of drowning occur, industrial estates and others.
The council went through a proposal submitted by Malik al Yahmdi, representative of the Wilayat of Bausher, regarding measures needed to use the leftover food at various restaurants and coffee shops. The council discussed the statement of the Minister of Diwan of Royal Court pertaining to transfer of a piece of land in Bausher to be used as a public cemetery. Further, the members discussed the proposal provided by the council’s secretariat regarding those who do not register their lease contracts at the Muscat Municipality. All the matters discussed by the council were referred to the Public Affairs Committee at the council to come up with recommendations. During the meeting, the council ratified the statement submitted by the Directorate-General of Labour Welfare and came up with the following recommendations.
Muscat Municipality will be included as a member of the joint inspection team consisting of Ministry of Manpower and the Royal Oman Police. The inspection team was formed to detect any health, environmental, social and technical specifications required at labour camps. The council discussed the study conducted to ban recruitment of housemaids from specific nationalities as there are many complaints against them. The council also discussed complaints by residents of the Wilayat of Al Amerat against pollution caused by industrial activities. A number of solutions were given to solve industrial violations.
